Measuring the performance of your webpage make you to know the area that you need to concentrate more on and others that are performing alright at that particular time. That is why google developed a tool called

Performance Insight

tool for webmasters.
  This tool grades both the desktop view and mobile view of your website in percentage. It grades the mobile website in percentage and also the desktop view differently over 100%.
The other part of the tool is the insight. It will display either a red exclamation, yellow exclamation, or a green check mark beside every insight.

Every where you see the red exclamation is indicating that if you follow the insight and make some adjustment, your performance will increase.

And also anywhere you see the yellow exclamation means you should consider fixing the error to make it turn to a green check mark if it is not a onerous amount of job

Also, wherever the green check mark appears means that you are performing well in that area. Good Job!
